As long as the parents have the surgery done by a trained professional, I see no reason why they shouldn't be allowed to have their baby circumcised if they choose.

From what I've just pulled up on Wikipedia for different terminology in other countries, you're thinking of the Fly-half. If it's any help, the scrum-half is number 9. The fly half number 10.
