Let's keep in mind that Mr. D. Duck is hardly ever seen outside of his navy uniform.

People follow the rules because they don't want to get into trouble. They don't want to face any consequences. They also don't want to get caught and get into trouble for it. So what are we then; in the dark? What do you mean? Are we but animals that follow the rules for fear of being punished?

It's not just about the reasonability of the rule, or the consequences of not following it. It's about simple respect for the rule of law. Sometimes, we have to accept rules we don't like. Don't like it, move. Or at the very least, don't complain if you're not going to try and change it. See, now, ...
