yes, we replaced the 460 watt with a 600 one. Working fine.

Anyone happen to know if a higher capacity power supply will somehow make the computer work better?

As long as it has enough watts to power the parts adequately it's good. There's really nothing more it can do besides that.

know of someplace that sells them cheap?

Don't jump to conclusions. A motherboard failure is only one of many things that can cause a computer to fail to start. And you can't just buy a new motherboard and pop it in. You have to get a form factor that fits the computer, and you have to find a CPU, RAM, and PCI cards that are compatible with the motherboard. You will also need the right equipment, such as anti-static straps, bags, and mats and philips and torx screwdrivers. Don't attempt to fix computer hardware yourself unless you know exactly what you're doing.

That's correct. According to my A+ certification book it can be four things. These things consist of the Ram, Motherboard, Graphics Card, or Processor. The mother board includes everything on the motherboard. The first step though is to make sure the any of the monitor plugins haven't come lose.
