Do you think I would see extra frames in games like max payne 3 and Diable 3 from my GTX 460's.
Depends on the resolution you're gaming at.
If you're gaming on less than 1080p, i.e., 1680x1050 or 1600x900, you're not likely to see an appreciable difference. As long as you can get a steady 50 fps or so, your eyes won't really be able to tell the difference.
At 1080p and above, it becomes more apparent. Similarly, if you are using nVidia Surround Vision or AMDs Eyefinity technology, you'll need more graphics horsepower to push that many pixels. Same goes for 3D gaming.
Max Payne 3 will make more use of a high-end card than Diablo 3 will. Diablo 3 has a graphics engine that is built to scale well from low-end machines to the high-end. Even if you're running a 30", 2560x1600 display, a GTX 580 is overkill for Diablo III.

I run at 1680x1500 so would a GTX 680 be a good upgrade for maxpayne 3?

No. In my opinion, it would be a waste of $500. What framerates are you getting now with your 460s?

In Battlefeild 3 I get about 40 FPS in heavy combat somtimes it dips down to the 20's. I don't have max payne 3 installed becuase that game unlocks in two weeks.
My main problem I'm having right now is the computer dosen't always boot up so im thinking its my motherboard so I'm eyeing down http://www.tigerdirect.ca/applications/ ... CatId=6976 or any Z77 from Asus I do not turst Giabyte they make BS motherboards or even an msi motherboard, I want to get the 680 becuase its pci express 3.0 and my cards are only 2.0 but for that I need too get a f*****g ivy cpu inorder too unlock the extra bandwith the 680 holds and from my understanding the 680 is equal to a 590 but if i just used my sandy in a z77 id be getting the same FPS then its not wroth the buy.

It was overclocked to 4ghz but my power supply started having issues from an overheating 12v1 rails on the atx connector and the OC made things worse

Mine is a cobbled together secondhand Dell Dimension 4700 I got off ebay a couple of years ago and added a better graphics card and more RAM to. Not used for gaming beyond old/retro stuff, Football Manager 2011 and casual games so don't need loads and loads of graphical power, and I'm skint so can't justify spending shedloads on it - I just replace bits that kaffle with other cheap reconditioned bits.
3GHz P4 HT
305w power supply (main limiting factor for upgrades)
DVD ROM drive
CD/DVD RW drive
300Gb 7200rpm Western Digital HDD (about to be replaced due to a nasty habit of locking up - some bad spots on there)
external 500gb HDD
Zotac GeForce 9500GT 512mb (about as good as I'm gonna get for the power drain)
Creative Audigy 2
3.5Gb DDR2 RAM
17" Packard Bell LCD monitor (1280x1080)
Running XP Pro, W7 Enterprise, Mint 12.

Also have an Asus EEEPC 12.1" netbook. 1.8ghz Atom CPU OC'ed to 2.4ghz installed 8Gb's ram and a 750Gb hdd plus I took the original 250Gb internal drive and stuck it in a slim enclosure.
With the HDMI out I can play BF2 or Sims3 on the bigscreen from a wee tiny netbook. Also good for wardriving with BackTrack5 and the monitor in the back of the van.
