I can only understand about every 4th word this guy is saying. There is a guy from England in a political chatroom I listen to sometimes who sounds like this except he is always blazed or snockered. Can't ever understand him either. Anyway, can someone please interpret for me.

It's a good description of DoS (Denial of Service) attacks, touching on some aspects of networking protocols as necessary to further explain what he's saying.
This Wiki article might help - but as this is a technical issue requiring the understanding of other technical issues, you'll probably still need to learn at least some of the basics before understanding any of it - and that's your job, not ours

As an aside - when you post embedded video clips, would you please make sure they actually work before wandering off?

Firstly, a URL should also only have one "http" at the start and secondly, it must be "http", not "https".
It should have looked like this:
I've edited your post (and others, elsewhere) so it now works but in future if you're unable to get a video embedded, just leave out the [youtube] ... [/youtube] tags - people can then click on the URL to see the video without embedding it.
