Yes. I've used such distros to fix broken Windows machines. One rather nice one for that is
the Insert live CD. I've also just finished upgrading my Ubuntu from 6.10 to 7.04 - one reboot (because it replaced the kernel). Ubuntu will run from CD. No HDD required.
