Hydrazine isn't a good choice for this, due to the fact that not only is it toxic, it's very unstable stuff.

I think that instead of using traditional ME cartridge propellants, it would be smarter to use stable HE cartridge propellant instead. This would cause cartridge size to decrease from what they are now, and could possibly make caseless ammo a workable thing.

Also, a portable railgun is still a long way off due to the fact that the current state of technology for capacitor bank, PSU, and rate of recharge would be unwieldy and unmanageable. -- Besides, where do you think you can plug it in to recharge on a battlefield?

Trying to visualize this.

Instead of a conventional gun that fires bullets attached to cartridges you seem to be implying that you want a continuous blast of exhuast coming out of a gun barrel like a rocket engine, and you want an assembly line mechanism to continueously drop pellets into this exhaust so the pellets get propelled as bullets out of the gun barrel at a fast rate of fire at the target enemy.

I suppose its possible to build. Since you're using rocket fuel, and your "gun" is essentially a rocket engine why not just use your space ship's own engines as the gun?

You wouldnt use this for a warship that needs to fire at things it is running towards. But it might be a handy weapon for a star frieghter that needs to shoot at things it is running away from ( like commerce raiders and pirates).

Throw a switch that puts the ships tail rockets into machine gun mode, and then point the ship's rear at the enemy. Then turn on the engines full blast. Your ship speeds away from the enemy while at the same time firing a steady stream of ball bearings at him.

Might work.

Maybe once a compact high energy power source is developed.
Backpack sized or something. But it'll be quite some time until that happens.
And I don't know how many people would be ok with wearing a small fusion reactor on their back.

Until then, railguns are only useful in fixed locations like ships & bases.
