I don't know what site you have in mind, but arxiv is the place to go for physics/computing/math/statistics articles. They are all open access. Many scientists put preprints of their articles on arxiv at the same time as they submit them to a journal (I have one). So the work is bang up to date. This is a great step forward in the democratization of science. Your reading is not limited by the need to have access to expensive journals. For those who are not hard-core professionals, there are nice sections on "Education and physics", "Popular physics" and "History of physics".
