A good part of its problem is being targeted more, but Windows really is fundamentally less secure than the various *nix systems. Windows is much more work to get even a semblance of security. Though if you want a more secure OS, BSD is probably the way to go.

Actaully the only secure OS is one that is encrypted, and isn't connected to the interenet. lol

The only secure OS is one that even the owner can't access. Of course, such an OS is also pretty useless.
