I think everyone is missing the major issue here. Namely, why is a 16 year old up at 7am?

An enterprising teenager, that is something that needs to be made illegal, well that is the message that is sent.

The real issues is school administrators so risk avers and obliviously willing to be over regulated to the point where nothing ever gets done.

Except she used an 8oz water bottle and considerably less materials, so Kaboom became Pop!

Not necessarily! If she used less material the reaction will be over faster and therefore have less force. I think it also may depend on how much space there is at the top of the bottle, and also whether the bottle has any weak points.

Think of blowing up a balloon - any weak point will pop any balloon that is expanding, but a smaller balloon will pop more quickly but with less force than a larger balloon. It's an expanding gas, just a different mechanism forcing it to expand.

It was a big enough explosion, that a school employee on the other side of the campus, saw the smoke and came to investigate.

School employee was not on the other side of campus. You can see area where it happened in google satellite if you look up Bartow High School in Florida - she was near the gazebo on the east side of campus and the west side of the lake. Police report states the vice-principal was nearby on the same side of campus.

While, yes, Works bombs can be serious, this one was a loud pop and some smoke. If you follow up on the reports, you will see that this was a tempest in a teapot.
