Is there a wrongplanet BOINC team? If not, who should I speak to for permission to create one?

Erm...does Boinc mean something different than in the 90s?...;) If not, they'd be in the Adult Forum...;)

Actually, there used to be a SETI screen saver. Maybe it's still running.

Yes, the SETI screensaver is still up and running. Used to be SETI was a stand-alone app, but now it uses BOINC, a distributed computing platform that supports a number of projects. SETI and other BOINC projects allow joining teams for group scoring.

I ran SETI on my machines back in the 90s, but stopped after security issues arose. I haven't bothered to set it up again since, though I've heard about the team format.
