I have Microsoft Vista, home premium version.

I brought up the command window in administrator mode

typed in powercfg -h on

and it did not restore hibernate.

Can any suggest another way of getting hibernate back?

Ruveyn this article may be of some use to you. I had to do some research on this myself because I have a dual boot system. Hibernate works A-Okay in XP but it's not available in 7. Apparently there's a hotfix for this issue:

That does seem to be an old article. I'm at a loss myself. Normally I can resolve just about any issue with a computer and an hour on google, but this one has got me pretty good.

I'm surprised you can even manage to do this on Windows. Normally you can't mess it up too much beyond its normal operating state. If this was Linux I could offer some suggestions, but with Windows I can't help. Sorry.

If hybrid sleep is enabled you can't enable hibernate, since hybrid sleep is a combination of sleep and hibernate already. It makes the option redundant. I would be checking that first.
