What would be an perfect OS for this laptop?
Specs:
300 mhz AMD CPU
32MB of ram.
Windows 98
4GB HDD!!
What could it be use it for?
Or what OS could he put on it?

Windows 98 is Max
you can use it as a dos gaming box.
If it has a ethernet built in LAN WebServer.
that is all I can think of.

Perfectly well as an OS (I've run "big" Linux distributions on a 486 and it's astonishing how fast those things can go), but obviously you couldn't get too carried away with applications in the sort of environment available on the laptop.
You could just about squeeze a fairly full-blown (ie. including most of the goodies) "big" distro into a 4GB hard disk but I'd expect some swap space thrashing because of the small available RAM, so that would slug things a little.
If you're considering this, check for support of RAM as small as 32MB and that specific CPU: I've a suspicion that the main-line distros would expect a minimum of a P4 (or equivalent) these days, but it's not something I've checked.
The specialist ones like DSL would probably run on all sorts of ancient CPUs.

As one of the fossils who actually had to use and repair these, any DOS version, 98 (as mentioned) or even the original Windows Versions (3.0, 3.1, etc).

Note- DOS (AFAIR) had an address limit of about 2 gig, so not sure (more likely, don't remember...;) if the HD can be partitioned by it.
