You can probably modify the KDE4 look to mimic KDE3 to some extent.

Holy crap. How does KDE4 even start on that thing? I've put it on more powerful machines than that and not gotten a functional system out of it. It might be possible to get the look you want from Xfce. Or wait a couple days for Trinity's site to come back up. It's KDE3.5, and it looks more or less like your screenshot.
Actualy KDE is
really snappy.
It starts up in about 15 seconds.
Once im on the desktop it takes Google Chrome 1-2 seconds to launch.
Every thing works perfect.
Wine works perfect.
I did forget to mention the CPU is a Intel Atom x2.
BUT It works more or less the same on my netbook with exacly the same specs (It is single core).
