If office 2013 comes pre installed on my laptop but i still have the disc can it work on another computer if i sell it ?

That depends on whether or not it came with DRM. I've stopped using MS Office years ago, so it doesn't bother me personally.

Maybe, but there's a good chance the serial number is flagged as an OEM product, so I don't know if it would work on another machine.

If you bought it as pre-installed and don't want it, you should be able to sell the product so long as you never activate it and uninstall it, but then the buyer would have to have a way to install Office 2013 (same version as what came installed on your system).

it will be installed from the cd and probably activated by the supplier i am getting my laptop from .

The installer should NEVER activate the software for you. From the OS to everything installed, you should be asked to activate the software when you first run it.

So, you should be able to uninstall it and pass the install CD/DVD and key to the new user.

Wouldn't surprise me if there is some clause in the licence agreement saying the software is provided as part of an OEM distribution with that computer and the licence may not be transferred to another computer. There may be features to prevent resale of the licence. However, I'm just speculating, I've seen this sort of bundling before with software.

That might be true if it was bundled with the laptop without extra purchase, but my experience is that anything included with the laptop is a trial version (limited or runs for X days) that you must pay to unlock. If you bought it at the time of purchase, they will go ahead and install it at your discretion, but you are buying the software at a promotional price (so they claim).

it has been activated but i have the cd it is a 1 user licence would i still be able to sell it by transfering the licence

Likely not....unless you can show proof that it was uninstalled from your system. Even then, Microsoft might have an issue. Before the era of online validation to activate software, this wasn't an issue.
