The reality is that if they don't think it is worthwhile providing enough details about what is found at the linked page then their so-called discussion is hardly worth the effort.
The link should be for additional information, not primary information.
One particular problem I have seen on many occasions when someone posts just a link is that there is often one or two particular points at the link that they wish to discuss and then get ticked off at people who discuss some other point. When that happens, it's their own fault -- all they had to do was to start the discussion instead of just idiotically posting a link.
Besides, what do you think happens when the link changes? A year from now, someone might run across the post and want to find out what the discussion was about but can't because the link is dead. If the original poster would have had the decency to start a discussion and posting the link only to support the discussion, then it wouldn't matter as much when the link goes dead.
If it were up to me, the policy would be to delete every thread started with just a link. Try spending some of your time starting a discussion instead of posting a link.
