The updates for Windows 8.1 are buggy as all heck, often making the mouse and even the keyboard not work. It's like they couldn't be bothered to have a QA team look at their updates before releasing them.

Could be your PC.
Could be the drivers for your PC hardware

Windows 8.1 works near perfectly for me.

I have a Windows 8.1 computer and started getting persistent mouse and keyboard problems a couple of months ago, but it seemed to right itself after about 4 weeks.

One of my laptops has Windows 8.1. It's never had any keyboard or mouse problems but for some reason it won't run GTA IV (all other games work) and I really hate the "start menu" on it. Fortunately, a mate of mine introduced me to a wonderful program called Classic Shell.

GTA IV is fickle with AMD cards and certain processors.
It's GTA IV not your PC.

I love the titles... Am I the only one who loves them?

Anyways Windows 10 is currently leaked to launch in July!
Make sure to nab your free upgrade when it comes out ;-)

But xenocity, this particular laptop has a Geforce 860M, not AMD.

No, you're not the only one who loves those titles. I can honestly say GTA is my favourite game series ever.

I'm definitely looking forward to Windows 10 so I can dispense with Windows 8.

Rockstar's PC ports have always been fickle.
GTA IV and V are causing people all sorts of issues even on high end PC hardware.

Rule 1: always buy the console releases of Rockstar games
Rule 2: beware the PC version!

Bought an HP laptop with 8.1, touchscreen, and touch pad.

Short story: It still sucks. Yeah when an app is designed to work with a touchscreen it rocks, but so many of them aren't. Right clicking is a major pain in the rear. To right click you are supposed to press the right lower corner of the track pad, but the cursor moves during the right click and you end up right clicking on something you didn't want to right click. I suppose I could just break down and get a USB mouse for that. Kind of kills the point of having the touch screen and track pad though.

No problems with the laptop, but I will admit it has not been on for about a week.

I've got one of those too. Here's how I made it usable. The first step was to install Classic Shell. This puts the Windows 7 style start menu into Windows 8.1. Without Classic Shell, Windows 8.1 is insufferable.

The second step, is when you want to right click, instead of clicking on the lower right corner of the trackpad, click with two fingers at a time. Anywhere on the trackpad, side by side, spaced a few centimeters apart. This is much easier than clicking on the lower right hand corner. Hope this helps.

I got a new laptop less than a year ago; it has Windows 8.1 and I HATE it. And yes I experienced weird mouse issues from the start. It's not the laptop it's 8.1

And although it's a laptop I prefer to use a mouse with it rather than the track pad. Sensory issue, just the way I am.

So anyway, weird crap happens, windows minimizing when I clicked out of something else, lack of control by mouse -- mostly I think because 8.1 is designed for touch screens.

I hate it hate it hate it hate it hate it. It's even worse than Vista was.
