Given that cellphones have an electronic memory which needs to be retained, and that usually requires power, a cellphone with no battery would be an odd thing. Even the "ya gotta plug it in to the wall outlet to use it" PCs I have, and have had, have a small battery in them for the maintenance of critical things in their memory.
