GPS Modernization-GNSS provides more acurate positioning?

I would like to see if GNSS is really better.

i would like to see if it is really going to be more acurate as well.
Trimble is claiming that their new Trimble R8 RTK system that is already setup for GNSS and capable of recieving the new L2C and L5 signals is accurate to the millimeter.

I also like how these new recievers are set up to recieve signals from the Americans GPS system, Glonass and Galieo at once. More satellites orbiting a certain location on earth at any given moment with a reciever capable of recieving 5 radio signals should definetly strength the accuracy.
Im most interested to see how well this new system will work under the canopy of trees.

However it sounds like there might be possible funding issues in getting all these new satellites launched and maintaining new and current satellites.
