Lately, I've being getting this message from Norton Antivirus that recent attempts to hack my computer were blocked (maybe that's why most of my files were erased) and the same IP address, 216.67.182.175 always keeps popping every time.

If you don't have a static IP adress, you most likely have some form of Trojan on your computer that is making your computer vulnerable to attack.

Run Norton Antivirus along with Ad-Aware 2008. [You might want to make sure Symantec LiveUpdate is still active.]Scan your computer for any threats and afterwards back up your data on CD, Removable Hard Drives, Ect. If the problem still persists track down the IP Address and get the police involved. You might also have to wipe your hard drive afterwards.

use a firewall with very tight security settings

That's just the ISP's location. If somebody has access to, or more likely has a zombie on that network serving as their proxy, your still stymied.

the only time I get a warning like this is when I am have my computer hooked directly to the cable modem, having a router may be the way to go as they act as a hardware firewall.
