Once upon a time, there was a CTU director named Bill Buchanan. He was facing a budget crunch. He had two employees, Jack Bauer and Chloe O'Brian, who were unbelievably good at their jobs. They were so good, Bill could only afford to keep one of them. Since he was torn between the two of them, he decided to evaluate them over a 24-hour period. The first one to take a break would be fired.
Well, 24 hours passed, and neither took a break, so that was no help.
Grasping at straws, Bill finally went up to Chloe and said, "I've got a problem, Chloe."
Chloe looked up with an exasperated look and said, "I said I'd have that list of suspects in the San Francisco nuking ready in 10 minutes."
"It's not that," Bill said, "You see, I have to lay you or Jack off."
"Well, you better jack off. I'm busy."

This is why he should lay off employees who are NOT good at their job. Or have Jack hold congres and the the senate hostage under they get a serious budget increase. (I think that witholding a self-congratulatory raise from congress for doing a piss poor job ought to be enough to cover either Jack or Chloe's salaries...
