The Young Cannibals.

Twenty something British campers are persuaded to eat free hamburgers offered by a local man, who shows up later that night to kidnap them. Worse, he informs them the hamburgers are made from human flesh in order to attract a cannibal eating monster to devour them in order to throw it off of his own trail. Left out in the middle of the woods, they discover how it's all true. Surprisingly good and innovative horror movie.

An oldie but a goody. This werewolf is seemingly much more human and sentient than the better known Lon Chaney Jr. Wolfman.
