Umbridge is more the villain than he is, but he should have known better. What he and Umbridge did in book 5 was absolutely inexcusable. His lies accomplished nothing.

Zybok from Star Trek V The Final Frontier - I don't think the guy was evil enough. He was in a way a religious fanatic. I hate guys like that.
Ahdar Ru'afo from Star Trek Insurrection - As if I remember anything about this guy.
Rourke and Helga from Atlantis the Lost Empire - I actually hated all the side characters the moment they suddenly turned bad, that was unexpected but they eventually took Milo's side. Anyway I hate Rourke the same reasons Doug Walker does. He and that Helga chick are only in it for the gold agold AGOOLLD.
Justin Hammer from Iron Man 2 - He took so much of Mickey Rourke's screentime, but mostly he's to comical and annoying. He reminds me a little of Gene Hackman in the old Superman movies, but more annoying.
Umbridge from Harry Potter and the Order of the Phoenix - I will say at times she is kinda likeable as a villain, but be all perky and evil is just enough to really hate this cow.
Radcliffe from Pocahontas - Kinda the same reasons I hate Rourke.
Mr Freeze from Batman and Robin - I don't hate the character from any other Batman related franchise or Arnie (despite the things he's recently done I still like the Terminator movies) but well do I really need to explain.
Poison Ivy from Batman and Robin - Exactly what I said above but replace Freeze with Ivy and Arnie with Uma Thurman.
The villains from Superman III - I can't really remember their names but their characters were just as bland as their evil plot. Coffee, oil and then the world I think.
Nuclear Man from Superman IV The Quest for Peace - He's probably as forgettable as the movie.

Xenia Onatopp from the James Bond film "GoldenEye". She's like a completely new twist on the femme fatale archetype. I mean she's a very beautiful and seductive looking woman. but she's a pure sadist who gets sexual pleasure out of killing her victims and watching them suffer. I think the idea of being with a completely sadistic woman like her would scare a lot of men.

Is it weird that most movie villains I've seen are animated? Of course there are villains I think are "cool" because they were divinely diabolical and devilishly charming, or comical in an evil way. Here's a list of villains I hate to love and villains I love to hate, if you know what I mean:

I would also add Prof Umbridge, Draco Malfoy and Voldemort but I've only read the Harry Potter Books and not seen the movies.
I am a huge One Piece fan and have seen all of the One Piece movies. Wapol is a story arc villain that also appeared in a film remake of the story arc called Episode of Chopper Plus: Bloom in the Winter, Miracle Cherry Blossom.
Wapol has nothing redeemable. I don't love to hate him because I just hate him. The best part of the story arc and the movie is when he gets his butt kicked. He took over a kingdom, took away all of the island's doctors so that the islanders would beg for medical treatment, arrested any doctor who didn't go to his side, and even killed a main character's father figure in a flashback. He is arrogant because he received the position from his kind father and because of his Devil Fruit ability. He ate a fruit that allows him to eat anything and build whatever he eats into a part of his body.
The thing about One Piece is that even if the villain looks comedic, they are completely evil.
I totally agree with you on that one. Speaking as an artist, I can't imagine anything more terrifying than having to subordinate my creative abilities to somebody else's tastes under threat of bodily harm. Not only was Annie Wilkes volatile, psychotic, homicidal, and sadistic, she was the embodiment of everything that plagues artists-- mediocrity, and unhealthy obsession with formulaic repetition, and stagnation. And of course, let's not forget that her possessiveness resulted in a particularly gruesome display involving a sledgehammer and a 2x4.
I'm also going to add Sergeant Barnes from Platoon to the list. The character was created to be perfectly unlikable. He was a murderous, dishonorable backstabber, the symbolic darkness to the light symbolized by Sergeant Elias. And then he intentionally left Elias to die. Boy, was I happy to see him finally get what was coming to him.
Oh, almost forgot. Carter Burke from Aliens. What a sleaze. The Weyland-Yutani Corporation has a long history of unscrupulous behavior within the canon of the Alien movies-- but Burke's actions are in a class of their own. His scheme to use Ripley and Newt to carry alien embryos past quarantine (and kill the rest of the Colonial Marines in the process) was a really special kind of vile. Not to mention his cowardice of actually sealing the door behind him and trapping the other survivors when he abandoned them. Luckily, said cowardice put him right in the path of a ticked off xenomorph.

This doesn't even include his Misogynistic tendencies. He has killed both his wife and a women in the building. Trust me, those bullets were well deserved.
In fact, the reason everything went wrong was him. Think about it. Just think about it.

I agree on Harvey. Someone also mentioned Margaret White from "Carrie" and Annie Wilkes from "Misery, now they are film villains I hate almost as much as Harvey. All three are good movies, though. Also, Martin Swinton isn't related to Tilda, is he? I would think not, but given they have the same last name (and it's not a very common one) I'm not sure.
Another villain I would like to add: Marissa Weigler (Hanna).
