Clark tells Lois in the cemetery, "I let my father die because I trusted him. He was convinced that the world wasn't ready." That point is furthered all the more when Clark surrenders to the military; he's showing them he's not a threat. Its only when pressed by the General that Clark snaps the cuffs off, and later downs the satellite to keep them from discovering his location.

People always bring this up, but the fact is we don't see lots of folks die in those battles. Buildings and such get smashed, but would you really hang around if two super-beings were crashing through your city? There were tons of folks in the streets, which means most of those buildings were probably empty.
