I think she was a parody of Mary Poppins. * don't hold me to that fact, because I'm not sure about it. *

So I was kinda of close, it does remind me of Mary Poppins in some way.
@ conundrum: Isn't "The Sound of Warners " suppose to be in that so called " 4th volume " of Animaniacs Dvd's that was never released? Also, thank you for posting the video!

I just checked Wikipedia. "The Sound of Warners" first aired on November 18, 1995. It is listed as episode 78; only the first 75 were released on DVD.
All I can think of doing now is "Good Idea, Bad Idea."
Any ideas?
