I think it's most likely to be James. Well think about it, he had different thoughts than his family (well who wouldn't lol) he seems kinda un-co-ordinated sometimes (I said SOMETIMES), and he has an obsession with bottlecaps.
James doesn't seem Aspie to me, just a bit strange. Ash, on the other hand, is much more obsessed with collecting and CANNOT make one bit of sense out of social cues. He just rambles on about whatever he wants, and he seems to take nearly everything as a personal attack. I think he makes a better candidate.
Also, several people have mentioned Rocko from Rocko's Modern Life. What about Filburt? He has clear OCD traits ("You turn the page, you wash your hands") and sensory sensitivities ("I'm nauseous, I'm nauseous, I'm nauseous"). He's also meek - unless his routines or the way he's arranged things are disrupted, in which case he can become very upset - and speaks in a monotone. Also he frequently repeats himself, as in the quotes above.
I think Chuckie from Rugrats would be a good candidate too. Much like Filburt he's very fearful and doesn't like his routine disrupted. Also he still doesn't speak (to adults) despite being obviously older than the other babies.
As for Ralph Wiggum, I think he's clearly supposed to be a "special" kid, but not necessarily AS. He's more like mildly ret*d, and these children would of course have social skill deficits as well. However, Milhouse and definitely Martin Prince show some definite Aspie traits. Lisa seems frustrated but aware that her classmates have different interests than her; Martin has no clue at all and just keeps talking about them anyway.
Actually if you pull back, Milhouse, Chuckie, and Filburt all sort of start to seem like the same character...
