As recurring comedic characters go, there's also Lwaxanna Troi, the one obsessed about the chalice of riix. On the original show there was Trelane. That rock creature in the Abraham Lincolm episode. Harry Mudd I guess is another one, it's a pity they didn't make "the Wrath of Mudd"... The proconsul in the Roman episode... That one has also the classic line to be used when appropriate; "Take great care, the police are everywhere".

I always thought Neelix was just annoying and, both in-universe and in his quality as a written character, was trying too hard,

This is why the living rock from "The Savage Curtain is one of the funniest characters.

In one episode of DS9, Garrick is trying to find out what the implant in his head is for. Dr. Bashir is able to obtain a registry number, and Garrick transmits that number to his contact in the Obsidian Order. Immediately, the contact reports that his system is locked down and that security teams are on their way to arrest him. It seems that the registry number has such a high classification that merely knowing the number is enough to get "disappeared" by the Obsidian Order. As soon as I heard the contact's name, I knew he was doomed.

The contact's name?

"BOHICA", as in:

Again

I'm surprised that the name got past the network's censors, but I guess that they had never been in the military ...
