I had previously heard Seth Rogan. It actually gave me this really good idea for a version of Penguin, who seems like a joke, that no one would take seriously as being entirely unintimidating, maybe look like someone who would just be comic relief as like a penguin. And then hit with a ruthlessness and cunning that betray appearance as being brutal that he took the word used against him as an insult and made himself one of the top crime bosses in Gotham. A version separate from the deformed Danny DeVito version, and more in line of chubby compared to the Gotham tv show.
