have you seen the "hearts of iron" games?
k, same principle, but total total freedom and accuracy. i tried tweaking my own "hoi II" to contain as many modern countries as possible, but the game engine doesnt cope well, and its slow as a mofo
either that, or a elfquest rpg 
no multiplayer bs >:I
