Oh sounds like what I was thinking. We need a central server to login to to get each others IP address then at that point it would be a client side plugin in memebers web browser that did all the formating. Bitorrent could also be use to farther reduce bandwidth needs. It then scales to a massive size. We need a GNU project for the server software and the client plugin.
Same as voip but not using voice and for multiparty chatting
Cool someone told me Jabber used by google is open source and could do the job of the central server.

I see there is an open source client called Psi
http://psi-im.org/about that is
available for Linux/Mac/Win. Granted its just a IM client but it could be the starting
point to a forum client.

Some maybe closer to a forum site like interface allready.
I installed Ejabber and Psi IM client and was able to set up an account with my own server so now IM my brother-in-law to see if he can set up an account on my computer and IM me.(but he maybe asleep)
Yeah he woke up and it works. I could give you my IP address and you could download a jabber support IM client like Psi and could communicate with me if I provided my jabber id( myusername@atmy_IP_address).
