Sockpuppeting is a funny issue that's never been clearly defined.
To many people a sockpuppet would be trolling /creating issues but just something to get a clean slate and stop being seen in a certain way wouldn't be Sockpuppeting
AFAIK people are free to create new accounts and leave the old ones inactive as long as there was no malicious intent and it's not done too oftenly (cant switch accounts daily...) or that's how it used to be back in the day.
Back to the original topic I think people come to forums in waves.
They get to know people that came at a similar time and they eventually leave when those that came at a similar time start leaving due to drama /bugs/whatever
People that used to come here daily might have needed to cut all access because it was affecting more important parts of their lives...
The last waves of people have been smaller because of how big social media has gotten as others pointed
Personally I'm on both forums and social media but I know it's an unhealthy habit that's made me quite antisocial, staying in a dorm for a few months and it's the second night in a row of low key partying on my flat. I keep telling myself that I'm too tired and I'll meet flat mates friends tomorrow while I go back to the Internet to waste some hours before drifting off to sleep.
This habit also affects my grades, used to fall asleep on classes because I'm a light sleeper and I went online instead of back to bed whenever I was up, and a bunch of other stuff but I happen to enjoy this medium a lot so I keep coming back to it even if it's unhealthy.
Most people don't.
I've been excited /jaded about online communities way too many times and that's just the cycle of internet communities . You find a new one /take a break once you feel that people are acting weird around you regardless of whatever you post/you stop visiting when every thread ends up rehashing the same issues and arguments...
I think there was a wider age range in the active membership when I joined, so that made for an interesting spread of experience and perceptions. The recent "intakes" seem to be generally younger than then, with a few exceptions. However there are still older members from the time I joined, many who joined about the same time, whose posts I still enjoy a lot - AspieUtah, AsPartOfMe, Adamantium and others whose names escape me just now.
