It's always around the same time of day and varies between several minutes to several hours.
It's closer to Australian evening time or early (pre working hours) to noon in the UK

Late afternoon and early evening is when it happens here in New Zealand. Same times more or less for several years and continuing.

While it most often happens just after midnight New York time it happens at all times for widely varying amounts of time. The after delete post freeze has been going on for years.

It could be an autistic person(s) who is doing the same thing every day at the same time but that is unlikely. A neurodiversity hater would I would think get impatient and escalate. I have always leaned towered that it is how WP software interacts with cloudfare or server issues or both. I expect one day unless something is done WP will go down and not come back. I am surprised this has not happened already.

You're probably right. WP probably using 2004 web code that doesn't work well anymore in 2018.

The system seems to be getting increasingly unusable every time I delete a post. Only a week or so ago, Cloudflare was showing a 502 'Gateway Error' or a 524 'Timeout' Message for one or two minutes, but in the last day or two it's become at least 5 minutes. Not good at all.

Indeed. At this point I just won't delete posts I made anymore. I think I noticed a time where it was like 5 minutes due to deleting my post so I just stopped doing so.

But why does the Site go off at approximately 11:50 PM, almost to the minute, Eastern time every day? It's been doing this for a while now.

^ As the time is so predictable, my guess is that there is some kind of backing up or archiving of the day's posts scheduled for around that time, so that the data can be restored if the server fails completely.

It's the server backing up and resetting at midnight est. Usually anywhere else when that happens there's just a minute or two of down time, if any at all. This server however is a pos that's totally f****d up. The reset can throw the whole thing offline anywhere from 15 minutes to several hours. Even just someone cancelling a post knocks the thing out.

This isn't actual maintenance being performed by the one and only admin/developer. Far as I know it's been years since he did any real maintenance or updates.

I don't think so but maybe at times. Maybe if too many people are doing similar at the same time. But I do know for a fact from personal experience and reports from others that most of the time canceling a post causes Cloudflair to put out a 502 error message.

I deleted a post about 20 minutes ago, and it was executed with no delay, system crash or Cloudflare message. Could this be the big turning point? (Holds breath........).
