I just got an error message that aid I couldn't post so soon after my last. What is the time limit and why is it in place?

It's called "flood control", and it does exactly what doordoctor says. The time limit is usually 30 seconds.

I'm pretty sure the time limit is set by the board's administrator. I know of several boards where the flood control is set for 20 seconds, when doing such actions has checking member's posts.
