Change how "submit" button interacts w/ error page

One of the most frustrating things about this site is how, when submitting a post, if the server is busy then the browser is still navigated away from the page with the text fields, yet the new page that's loaded doesn't actually retry anything.
It would be much better if the check for the server being busy was performed BEFORE the browser is requested to refresh/update the page--i.e. so that the submit button simply does nothing when it's busy. I don't know how difficult this would be.

It would also be nice if my customers paid me before I sent them the invoice. Sadly, the world doesn't work that way.
