I cannot send a reply PM to a single recipient without getting the "too many recipients" error.

I have removed the recipient (now says none), and added a single recipient, yet get the same error.

Any ideas?

Too many quotes?

Try starting a new PM.

Safest way to add a recipient is to click on their avatar (or their name next to a post they'd made), then click the "PM" button on the next screen displayed.
The PM button under a post is broken and doesn't add a recipient.

To reply to a received PM, click on the "Reply" or "Quote" button under the PM as appropriate to begin writing a response.
The recipient is then automatically (and last I checked, correctly) added.

It worked once.
Then failed, fails from profile page pm button, can add from compose page, but fails too.
Reply does populate the recipient field, but throws too many recipients just like all the previous.

I just sent you a test PM, via clicking on the profile PM button.
Try replying to that multiple times and see what happens.

A late edit, for completeness - nothing unusual happened. It all just worked.
