Well, you should be able to at least log in from any other computer, provided you remember your login and password. But, yes, having it block cookies would prevent the login from actually staying once you log in, I believe.
One thing I had on my web browser for a while was to give me a choice on accepting or denying cookies. I could just deny cookies from advertising networks like doubleclick, that kind of thing. But that got annoying after a while.
The act of blocking cookies won't prevent pop-ups, I don't think. You should use a proper pop-up blocker, such as that built into the Google toolbar. Or things like Mozilla (which has one built in I think).
