This cute Korean girl checking me out all the time in class?

Ok so after about 2 weeks being in this class, I noticed that this Korean girl checks me out a lot...or just looks at me because she is bored I have no idea anymore when it comes to women seriously. So tonight, just like all the other nights, I caught her checking me out about half a dozen times. So after class, we are both walking to the parking lot and I talk to her. I say hello and introduce myself. My first guess is that she is Japanese...which might have been what ruined everything...and then my second guess what that she was Korean. I ask her what her major is and turns out we are both Sociology majors. She mentions that she is here studying English as well. So I ask her for her number and mentioned that maybe we could study together since we are taking the same courses and everything seems to be going well as she did give me her number...but then when I texted her later saying it is nice meeting her and that is it funny that we are both Sociology majors...she doesn't even respond? Here are a few reason why I think she might be ignoring me:

1. We just met and she is not comfortable responding.
2. She is uncomfortable because maybe she thinks her English is not good. (although I offered a language exchange in a 2nd text, which was also ignored).
3. We were talking and walking to a parking lot and maybe me asking for her number while in a dark parking lot creeped her out? (I know a parking lot is usually a TERRIBLE place to hit on women...at least for me).

Even aside from all these reasons...WHY??? Why does a woman check me out all the time and then ignore me and fail to show enthusiasm in giving me her number when I asked her for it? I am not being delusional here. I know 100% that this girl is checking me out every class and throughout the entire class period...women on here...please explain why some women do this and how am I supposed to respond? I am totally lost now and ready to just ignore her back.

I am tempted to just send her a text reading: Nevermind. I thought you were nice, but you are rude.

Don't text her that she's rude, just wait. I know that I get paranoid over every text I send that doesn't get an immediate response, but we just have to deal with it. People will respond when they feel like it. But, perhaps she is a little nervous since she just met you, just try to talk to her and get to know her more. Just my thoughts.

Just so you're aware, there is a lot of animosity between the Japanese and Koreans. It goes back nearly a century because of some very bad history. She probably did not appreciated your mistake. Although I can't really imagine that's an explanation for this. Don't text her, just wait and see.

Yeah I already know all about this. That is why I mentioned this as a possible reason why she could be ignoring me. I have met people who freaked out when I guessed wrong. My ex girlfriend, who is Japanese hates Koreans and Chinese people and is open about it...she is an idiot though.

Anyway, she did text me back and apparently she is married. If she is married...why the hell does she keep checking me out? If your going to be unfaithful...just go all the way for gosh sakes. I am against cheating, but I am just saying that all this halfway bs is immature. She doesn't even get to use the "I'm young card"...because I found out that she is in her high 20's...people are just too complicated most of the time.

Sometimes I look around class when I am bored and/or just find a certain position comfortable. People think I am looking at them but I usually am just trying to move my neck and stare into space.

Well yeah I do that sometimes and so do many other people...but this girl is looking around and then looks right into my eyes. This is not a spacing out thing. She is definitely looking at me. I don't know why she does this and then acts like a coward when talking to me. I have a genius idea for her...if she doesn't want to hook up...then she can stop looking in my f*****g eyes!
