Is it normal to ignore students in public (FE/adult learn)?

I was at the park and I said hello to my tutor. He looked at me as if he didn't know me then walked on.
Is this normal?
I'm not a kid/teen, nor on an accredited course. It's more like he leads the group than really teaches anything.
He also ignores my emails although he says that's because he's busy and he does tend to reply at the end of the week. I tend to send one or two emails per week and at least one of them is required for class, the other asking for advice.
I find it rude.
