Human Resources is essentially like a utility company. Yes, they have a job to do and should be respected (and away from work some of the people might be okay people), but basically, you want to go around them. Get the name of a department manager, phone or email, and then ask him or her:
And this way, you aren't really asking the department manager to go against HR.

And this is one reason why Spectrum Civil Rights may take a while and have unexpected obstacles. And yes, I think we should take a page from Gay Rights and have our own civil rights movement and with matter-of-fact confidence, and when it feels right (and not some dry as dust self-imposed obligation), advocate such things as: it's okay to be different, why don't you guys concentrate on what we can do rather than what we can't, and we do have a lot to contribute afterall thank you very much.
And you'd think, compared to equal rights for gay persons which faced direct religious opposition, this would be a piece of cake. But . . .
People who have a good job may not want to acknowledge that they got it in anything other than a fair way (it may be fair, but the hiring standards may be overly narrow).
HR kind of inappropriately 'professionalizes' hiring. It's the tyranny of the 'well-rounded person' and this seems to be defined more and more narrowly as time goes on. And so it becomes single-pathed. And even if it is 'fair' in some sense, what is missed is the idea of multi-paths.
That we don't need to all be the same. And that there should be a variety of good opportunities, and not just scanty opportunity.
