I would imagine (possibly) that the employers may not have some these languages (or are not proficent at them in their own view?) and need someone who can talk to clients and such if needs be and need that the person can communicate with them well as well.

Koeln is German for Cologne. Which is in Germany. The international code +49 is Germany. The initials GmbH on the end of the company suggest Germany. How is this a job in Russia?

^ maybe the job is in sister company while the mother company is in Russia.
