I'd LOVE to work anywhere where people go a lot.

I hear Kroger hires baggers 14 and up.

I hear nice things about Baskin Robbins too.

I want a community job btw, that will get me noticed in the community, not like a child's job or whatever.

Also, applications, preparations, etc. What should I do? Get a work permit before or after I apply?

I think the library might hire you. I applied there when I was 14 and they didn't get back to me, but who knows, maybe it'll work for you. :)

Most people at that age tend to work as babysitters, though.

Try mowing some lawns. You'll get your own hours and pay.

Fast food (McDonalds does)
Babysitting
Lawn mowing
House cleaning
Some Wal-Marts

Some cities make you get a permission slip to work at your age, with parent's signature.

-Pet sitting
-House sitting
-House cleaning
-yard work or in the winter shoveling driveways maybe.

There is babysitting to but, I'd only recommend that if you're good with kids and are someone that can more or less be in charge...I mean I don't really know how to keep things under control with little kids so. I tried it a few times around that age and it didn't really work to well.

I guess with pet sitting you should be good with animals and house sitting really only involves you being able to stay in someones house without screwing anything up and make sure its clean when whoever you're house sitting for returns. Like do the dishes and such if you use any.
