When is the appropriate time to inform an employer that I have aspergers? I beleive its crucial for them to know so I can perform well at a job.

I would personally suggest never, unless Aspergers is significantly impacting your ability to perform adequately on the job. If it does not affect your job performance, then it is none of your employer's business one way or the other.
