My Manager Cut My Hours

So I live 1hr away, I was kicked out of my grandmothers and don't always have reliable transportation. I was working 22hrs to almsot 30hrs a week. Last Saturday I couldn't make it and take over someone's shift, I wasn't even scheduled to work that day. I couldn't get a ride there.

Well my manager cut my hours because I couldn't make it that Saturday for work.

Instead of working 25hrs like I should, I am working 6hrs next week.

Can my manager even do that?
