Sounds more like they are very conservative if anything. They probably have been told that they should spend as little as possible, and find any excuse to close your case. A socialist leaning agency would be comparison focus on a successful work outcome. In socialist countries college is free, so you would never expect Voc Rehab to pay your tuition!
