A part-time, permanent with benefits, can be located anywhere in Michigan job... I asked people to kindly write letters of recommendation, but I am wondering what else I could do to increase my odds. After applying for this, they sent me an email address to send other application materials... What could I send?

Do you have stuff from previous jobs you did. Like a portfolio?

I investigated the Detroit federal job too.... I'm good at the stuff in the job description, it's at a wildlife refuge in the shore of Lake Erie, it's a little bit down the road from a hawk watch and nature center site I applied to before in person, so I've seen the area before. The advantage to that one is a decent salary and benefits with moving expenses reimbursed... And a non-competitive hiring option for the disabled.
