Why are parents bias over their kids?

There was a kid in our neighborhood who was a snot and wasn't very nice and he would pick on me. My mom said he picked on other kids too. His mom thought other kids had to toughen up but if any kids picked on her little boy, oh boy would she think the other kids were horrible. I never understood this. They even thought it was cute when their kid would talk back to them and be mouthy and smart and be sarcastic but he would get in trouble for it at school. But they knew their kid had problems because the mother would pray to god all the time to make her son a better boy. That was their belief.

But I have always noticed how people will judge other people harshly and other kids harshly but not judge that same behavior harshly in their own child.
