Neurotypical seeking advice about specific problem
Several of us have purchased the book "A Five Is Against The Law" for our kids with AS. It explicitly explains the differences between inappropriate-edging-into-criminal behavior and behavior that may seem similar (to someone with a social deficit) but is socially acceptable. It might be useful to help you understand how to communicate these boundaries in a way that they will be heard.

It may be that this person doesn't understand exactly which behavior your group considers inappropriate or making people uncomfortable, but once you have spelled out EXACTLY what you want him to stop doing, AS no longer applies. You should go get help outside of this group, and have an authority handle the situation.
One of the things we've learned in dealing with AS is that documentation is extremely important - can you email this person? That will give you a record of exactly what was said when, and you'll have that if there is some kind of hearing.
