It's not a considered a threat if a Nerotypical teenager is on drugs or is stealing from the parents (for drugs), mouthing off to the parents, cussing them out, or disagreeing with whatever the parents say or do?
I am having a difficult time understanding where you got the impression that a parent would not be upset by, and compelled to action regarding, the later.
I am also unclear what you mean by "threat."
