I got Carmageddon to run in XP just fine without DOSBox, just use VDMSound. Seemed to be running at a smooth 60 FPS in 640x480 mode, so I hacked the config files and boosted the heck out of the draw distance. Doesn't run at 60 FPS anymore after that, but it's still really smooth, and I think the tradeoff is well worth it.
I couldn't get my High Octane version to run in VDMSound though, so I had to *cough cough* borrow *ehem* the full version of the game from the Internet

It's perfectly legal to have an emulator even if you don't own the console. However, technically, it's only legal to have ROMs if you back them up yourself from the carts/discs that you own.
