I'm not sure, but I always played as a Dark Elf (In Oblivion), and I'd have a hard time imagining a dark elf as being a Septim since the Septims are always portrayed as Caucasian humans. However I don't know really

When I was reading the TES forums a few months back, I came across an abanoned questline where Kvatch is rebuilt and you become it's Count. After that, you become the Duke of Colovia and you have a seat on the Elder Council, and the next step is most likely Emperor. So the player character in skyrim may start a new Dyanasty of Emperors.
The game is supposed to be set 200 years after the events of oblivion. also you'll most likely be playing as the dragonborn that the trailer said the dragons were afraid of.
